SUSTAINABLE TOURISM MASTER PLAN

One of the goals of Governor Eduardo B. Gadiano is to have a Sustainable Tourism Master Plan for our province and a strategic approach for successful and sustainable tourism development of a defined area that shall stimulate positive impacts such as employment, local income, investments, infrastructure, and general welfare. This is also to maximize tourism promotion with high regard for our culture and nature.

The Blue Water Consultancy, the consulting firm for this project, has already conducted a series of assessments and surveys of the identified priority sites in the towns of Paluan, Mamburao, Sta. Cruz, Calintan, Rizal, San Jose, Magsaysay and Looc in 2022. These are the Local Government Units that are included in this project since the municipalities of Abra de Ilog, Sablayan, and Lubang already have their master plan. They have already delivered the Progress Report, Heritage Mapping Report, Trail and Reef Assessment Report, and Situational Analysis Reports of their field investigation and study conducted in 2022 to the Provincial Government of Occidental Mindoro and LGUs involved in this plan. These reports were already assessed by the Review Committee composed of the PPDO, PGO-Tourism Division, Provincial Legal Office, and Provincial Accounting Office last September 2022.

Last February 13, 2023, the Blue Water Consultancy conducted a Product Development Workshop and Crafting of the Tourism Code via Zoom, which was participated by the PGO-Tourism Division, Municipal Tourism Offices, and MPDOs. Through the data gathered and studies conducted, Blue Water Consultancy will now draft the plans of the priority sites expected to be submitted in the third quarter of 2023 based on their timeline. The Review Committee will evaluate and analyze these draft reports. By the fourth quarter of 2023, before the contract of the Blue Water Consultancy ends, the final documents consisting of the below-listed plans will be delivered to the Provincial Government of Occidental Mindoro and LGUs involved based on the terms of reference and MOA.

  1. Provincial Framework Plan;
  2. Provincial Site Development Plan;
  3. Provincial Product Manual and Marketing Plan;
  4. Business Plan; and
  5. Municipal Tourism Master Plan.

The Sustainable Tourism Master Plan will serve as the road map of Occidental Mindoro in realizing our vision of tourism development. This will amplify the quality of the services and experience that we offer to our visitors, maximize the quality of life for the communities, and preserve the ecosystem, culture, and traditions.
